Is there any type of public schedule as to when certain areas/ towns/ cities will be under construction. I want to help as much as I can and I haven't been able find anything.

I don't think so, however you can look at current projects in the Jobs and Projects forum. As an Adventurer you can help in those projects by participating in Jobs and also participating in freebuilds in plot world. Right now there are 2 tree freebuilds if i'm not mistaken. One for Lothlorien Vegetation project and other for the Shire Trees project.
