Why would they do this? As there is a harbour, they can be attacked by Umbar whilst Mordor sieges the walls. The defences there would also not be as good as the Minas Tirith ones. Also they king/steward as been at Minas Tirith since Gondor was founded.

The moving of the king to Pelargir would bring a lot more military,making Pelargir better defended. Mordor would have to fight through,like,half of Gondor to get to Pelargir,making the chance of siege unlikely.Since it's a port,they can trade weapons to improve the army's strength.Umbar can attack them,but since the amount of ships Pelargir has because of the moving of the king,a Corsair win would be unlikely.

The strength of Minas Tirith is the tiered walls. Even if a besieger took the lower level, the Gondorians could retreat to the second level and be at no disadvantage. This then continues they take the citadel. However, once the attackers take the one wall in Pelargir, the Gondorians just lost a MAJOR advantage.

But we must remember how far Pelargir is from Mordor,so either way Mordor would have to go through Minas Tirith to get to Pelargir.

Towards the end of the 3rd age Mordor held Ithilien, so they could simply travel south along the eastern side of the Anduin, then cross over right next to Pelargir.

While Mordor's forces are marching,there would be time to reinforce the walls and send reinforcements to intercept Mordor's forces.

You could do that, but you still wouldn't have the advantage of the tiers in Minas Tirith, as I mentioned above. Btw, this discussion is #onlyonMCME
