Umbar was once a colony of Numenor in the Second Age, and evolved into a stronghold of the King's Men in Numenor's later years. After Numenor's destruction, Umbar continued as its own realm until it was conquered by Gondor. After the capture of Umbar by Gondor, the Gondorians built a great white pillar on the highest hill of the headland above the Haven as a monument of the submission of Sauron to the Númenorean king Ar-Pharazȏn. The pillar was crowned with a globe of crystal that reflected the rays of the sun and the moon and shone like a bright star that could be seen in clear weather even on the coasts of Gondor or far out upon the western sea.
Over the years Umbar was besieged by many different groups as Gondor's power waxed and waned. Gondor lost and regained it a number of times. Most recently, Aragorn in disguise burned their fleet prior to the War of the Ring.The City of the Corsairs was located at the eastern end of a natural inlet, that presumably had a number of trees nearby as they were able to construct a large fleet (at least 50 ships) to go besiege Gondor in the War of the Ring. It was therefore likely a fortress city home to a range of different cultures, though none as advanced as the Numenorians who initially built it.
