Concerning Enchanting and the use of Redstone

It has come to the attention of myself and the other Bounders that several people have begun Enchanting and using redstone.
Though these actions are not listed as prohibited in the rules, it does not mean it's okay to do it.. There are still a few issues with permissions after server migrations, etc... that have made enchanting and redstone more available on both build and freebuild, they have not been fixed.

Do not enchant or use redstone without prior permission from a member of staff.

Some enchantments have valid uses without any potential for abuse, such as enchanting a helmet for Respiration III, which gives great underwater visibility to help in building (it is far superior to FBT or OptiFine's clear water). Is there any real reason why enchanting is not allowed?

The rule was introduced a long time ago before Respiration even existed, Enchanting is banned because it screws with certain plugins and makes thing difficult. As for allowing Respiration, we'd have to ask @q220 but I would expect the answer to be no.
 
Well, there's really nothing you could put on a helmet that could screw with anything. It's a completely passive piece of equipment, unlike other pieces that can have thorns and whatnot, or tools that can have Silk Touch, Fortune, etc. Helmets are completely unabusable.

Respiration is already under consideration to be added to the Phial of Galadriel, although implementing that is probably a long ways off, if it can be done at all, because it's not a potion effect; it's a permanent one.

How often are you underwater though? And the are also no builds underwater for there to be a need to see underwater. If you really want to see underwater there is also a clear water option with Optifine (which is super easy to install).
 
Optifine's implementation is buggy. You get some pretty severe lighting glitches. Either way, it's good for checking mistakes or improving things.

I've never had any issue with optifine, and it's easier to ban enchanting as a whole rather than picking out bits that are ok. At the end of the day, it's the decision of @q220 no matter how you feel.
