Thats a nice trick. Im thinking it was done with video editing. Seeing as when you turn on the emergency lights on a firetruck/cop car/ambulance ect. There is a delay for the lights to come on, and a delay turning them off. Its called a SEQUENCER and it keeps the electrical system from getting damaged.
You see, when you turn on the lights, there is a HUGE draw on the system and for all of them to just come on at once, youd kill the power. Likewise, when turning the lights off, you have a big reserve of power running through the system, and if you actually turned them off all together, you'd probably blow all the fuses in the vehicle.
The sequencer is integrated into the light system on most emergency vehicles, so you cant really bypass it.
Also, you can see in the video that the frames shift and change slightly every once in a while.
All in all, its be cool if you could actually do that.

So true, this happened with my Uni flat mate, brought himself a 4k Monitor for his PS4. Scrub.
