Of course you can! Build in the freebuild server, freebuild.mcmiddleearth.com
Be sure that your building is at least 50 blocks away from other building and you'll be fine ^^
You should read the FAQ and the Terms of Service as they explain a lot about the server : D
Also we are going to build Mirkwood on the main server eventually so when the time comes you can post your suggestions on the forums of how you think it should be done etc, and you can help building it during Jobs and Freebuilds.
