Background lore:
The mountain was long inhabited by a group of Orcs led by their chief (until the year 2747 of the Third age),Golfimbul. They terrorized some of the inhabitants of eastern Eriador which included the Shire.

In TA 2747, the growing troops of Goblins from Mount Gram attacked the Shire and so caused the Battle of the Greenfields. Those orcs fell in battle against Bandobras Took and their leader Golfimbul was killed by him.


Short introduction:
Its a mountain leaning against the realm of angmar with an orc fortress inside and looks like goblin town, but smaller.

Well, Orcs have an incredible population growth; they managed to repopulate the Mount Gundabad and the Moria when Azanulbizar happens 50 years after the Greenfields. So why not the Mount Gram? It's also in the Misties after all.

Wouldn't there have been a few more attacks on the Shire if the orc population had fully recovered by the time of the War of the Ring?

We do not know what the motivation of Golfimbul was that he attacked the Shire, but after it many things may have happened, maybe the orcs thought hobbits would be less dangerous, and from there on the Mt. Gram orcs thought all Hobbits are so strong as Bandobras Took and then rather headed towards other regions. I think if there would have been more notable organised orc attacks, Tolkien would have wrote about it.
 
I would assume, after the Battle of Greenfields, the number of inhabitants decreased significantly. You could have some abandoned houses or areas of the city, for some variety.
Maybe not even that significantly, not too many orcs were killed it seems, they just fled after Golfimbul was beheaded.

And there are also the Rangers ;) .
 
Well, in that case maybe some primitive paths leading eastwards could be made, as that would be the direction that the Gram orcs would attack in.

On the map we plan to have 2 roads, one coming in North from Angmar and the other will head eastwards into Eriador for a few miles, however we don't want it going to far out so that rangers can easily find and follow the paths leading to Mt Gram.

After Arnor split itself into Arthedain, Cardolan and Rhudaur, the latter one was quite quickly conquered by Angamarien forces, and (according to very authentic MERP interpretation) most cities in Northern Rhudaur controlled by Angmar for some decades. So a road may well be possible (However, same note as on the Ranger Camps application, don't work in Rhudaur, there may be some MERP locations ;-)

I don't think we will be building the road any further than the mountain valleys exit so no need to worry about it getting in the way of Rhudaur
