I've noticed a lot of people choose Tom Bombadil as their favorite character, just look at the Times interviews column. I wonder why though, he only has quite a short and strange appearance in the LotR? Would u mind explaining?

Yes actually but fine. For me at least it's what we don't know about Tom Bombadil that makes him the best character, the lack of information makes him interesting because you get to theorise as to what he is, where he came from and what he can/can't do, you don't get that with other characters.
