    The different asterisks represent the different ranks/badges. It's no less detail than the letters (A G WE) but it's less intrusive.

    Staff/Guide applications are not *that* frequent. If you look at the guide applications, it's about 2 a week. Foreman applications are even more infrequent.

    Traditionally MCME simply had the Head Enforcer handle all Enforcer promotions, the Head Designer handled all Designer promotions, and the Head Guide handled all Guide promotions. Seems a simpler and smoother way of doing things.
